Mary Baine is the Permanent Secretary, in the Ministry of Foreign Affairs and Cooperation of Rwanda since March 2011.
Born and educated both in Uganda and Kenya, she graduated in Arts Majoring in Literature, from Makerere University Kampala, Uganda from where she went on to serve in the liberation struggle that stopped the 1994 Genocide before joining the Rwandan Tax System.
From 1994 to 2011 March, she served at this Rwandan National Tax body, the Rwanda Revenue Authority (RRA) and the Ministry of Finance and Planning’s Customs Department.
Having grown through the ranks Ms Baine served in several positions, including, tax Education, Human resource management, headed the Customs and Excise Department before going on to Serve as the Deputy Commissioner General and ultimately was at the helm of the Rwanda Revenue Authority (RRA) as the Commissioner General for 5 years before moving on to the Ministry of Foreign Affairs in 2011.
During this period at the Rwanda Revenue Authority, she actively participated in the institution’s modernisation and was also privileged to participate and represent Rwanda in international tax fora where she served in various leadership capacities including service as; the Vice chair Person of the World Customs Organisation for the East African Region; The first chairperson of the African Customs Administrators Forum as well as a founder member of the African Tax Administration Forum (ATAF).Mary is married with two sons.
