Capacity Building Program for Officials of Rwanda in International Governance

On 14th June 2009, Mr. Joseph KABAKEZA, Acting Permanent Secretary of the Ministry of Foreign Affairs and Cooperation received in his office Dr. Daniel WARNER, Director of the Center for International Governance, Graduate Institute of International and Development Studies of Geneva, in Switzerland.

He was accompanied by Mrs. Valerie D’Hoedt-Meyer, Programme Director in this center. They were in a two day visit in Rwanda to discuss with authorities of the Ministry of Foreign Affairs and Cooperation an ambitious capacity building project to be implemented over a three year period, with the ultimate goal of establishing a long term training capacity in Rwanda.

The Acting Permanent Secretary welcomed the delegation who arrived from Geneva on Sunday evening and expressed the strong will of the Ministry to set up a partnership between Rwandan and the Center for International Governance.  Mr. Kabakeza and Dr. Warner agreed that the most important components of this project are: (1) The Human resources capacity building of the civil servants through reinforcement of their competencies and skills in different fields of governance by short and medium term training programme; (2) The development of the training capacity of the management staffs of the ministries through “Train the trainers” activities; (3) The establishment of a long term training capacity in Rwanda.

The two representatives of the Center for International Governance and two officials of the Ministry of Foreign Affairs and Cooperation held a meeting with the representatives of the UNDP office in Kigali to present this project and discuss possibilities of funding this program. Discussions on the implementation of this interesting project will continue.
