Rwanda and Uganda Sign Four MoUs at 12th Joint Permanent Commission
Kampala, 22 April 2026 – Rwanda and Uganda signed four Memoranda of Understanding (MoUs) aimed at further strengthening bilateral cooperation, during the Ministerial segment of the 12th Joint Permanent Commission (JPC) held in Kampala, Uganda.
The session was co-chaired by Rwanda’s Minister of State for Foreign Affairs, Hon. Dr. Usta Kaitesi, and Uganda’s Minister of State for Regional Cooperation, Hon. John Mulimba.
The signed MoUs cover key sectors of mutual interest:
Memorandum of Understanding on Cooperation in the Field of Health;
Memorandum of Understanding on Cooperation in the Fields of Agriculture;
Memorandum of Understanding on Cooperation in the Field of Education;
Memorandum of Understanding on Cooperation in Local Governance.
These agreements reflect the continued commitment of both countries to deepen collaboration and advance shared development priorities.
The Joint Permanent Commission remains a key bilateral mechanism for translating political will into tangible, results-oriented cooperation. It provides a platform to review progress on existing commitments, address outstanding issues, and explore new opportunities for partnership.
