Corporate Services Department

The Corporate Services Department at the Ministry of Foreign Affairs and International Cooperation (MINAFFET) is responsible for ensuring the effective and efficient management of the Ministry’s internal operations, both at headquarters and across Rwanda’s Diplomatic Missions. Its key roles include Strategic Planning and Budgeting; Public Financial Management; Human Resource Management, Procurement and Logistics; Property and Facilities Management; Audit Risk Management and Compliance; Policy Support and Institutional Development; and Support to Diplomatic Missions.

Mr. Darius Rutaganira

Division Manager of Corporate Services

Mr. Darius RUTAGANIRA brings a wealth of experience in public finance management, development planning, and corporate services leadership to his role as the Head of Corporate Services at the Ministry of Foreign Affairs and International Cooperation of the Republic of Rwanda; a position he has held since December 2016. In this capacity, his responsibilities extend to providing end-to-end administrative and operational support to Rwanda’s Embassies, High Commissions, and Consulates, including personnel matters, financial flows, asset management, and logistics of administration and finance matters across Rwanda’s Diplomatic Missions worldwide.

Prior to this, Darius served in various roles across government and non-governmental organizations, including the Ministry of Finance and Economic Planning and the human rights umbrella organization for human rights CLADHO, where he coordinated national public policy advocacy initiatives.

He holds a Master’s Degree in Poverty Reduction: Policy and Practice, with a specialization in Development Management, from the University of London; a Bachelor’s Degree in Economics, majoring in International Economics, from the National University of Rwanda; and is a Certified Public Finance Management Accountant (CPFMA). Darius has led institutional processes in planning, budgeting, procurement, and human resources management, while also contributing to national budget advocacy and policy development.

He is fluent in Kinyarwanda and English, has a good command of Swahili, and basic communication skills in French. In his free time, he enjoys spending time with friends and engaging in meaningful conversations.
