Directorate General of Protocol

The Directorate General of Protocol ensures the coordination of official visits, ceremonies, and audiences. It supervises the accreditation process of Rwandan and Foreign Diplomats and manages the day-to-day activities related to Consular Affairs. In addition, the Directorate General manages the implementation of privileges and immunities granted to diplomats according to the Vienna Convention. The Directorate General of Protocol consists of two Units: (i) Accreditation, Privileges and Immunities and (ii) Visits, Ceremonies & Audiences.

Mr. Rutaganira Olivier

Director General of Protocol

Mr. Olivier Rutaganira brings a decade of experience in protocol management to his role as the Director General in charge of Protocol at the Ministry of Foreign Affairs and International Cooperation. He holds a Bachelor’s degree in International Relations and Diplomacy and a wealth of knowledge in diplomatic protocol and etiquette. Mr. Rutaganira enjoys spending quality time with his family, immersing himself in the latest TV shows, reading, and exploring the timeless world of classic fashion.
