Kigali, 04 October 2023 - This morning marked the official handover ceremony during which Prof. Nshuti Manasseh, the outgoing Minister of State, handed over to Gen. (Rtd.) James Kabarebe, the new Minister of State of Foreign Affairs in charge of Regional Cooperation.
